The future design of legislation

The plan establishes that all people have the right to protection of their personal integrity and that everyone should be able to feel secure that there is support to get when we need it. A broad confidentiality-breaking provision that can spread sensitive information from social services and schools undermines exactly that security and the social services the plan wants to strengthen. That the provision is made clearer and that these services are exempted thus follows from the plan's rights and legal security commitments.

The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.

The election manifesto explicitly demands more cooperation between police, student health services, social services and schools and that secrecy barriers between authorities are removed. The counter-proposal wishes to exempt precisely social services' and schools' secrecy entirely, which is the direct opposite of the plan's commitment. The plan also wishes to see strong and cooperating welfare institutions. Integrity protection qualifies but does not support the demand.

The election manifesto explicitly wants to ease secrecy between area police, schools and social services, and the party programme wants to strengthen information sharing between agencies. The counter-proposal requires that secrecy within precisely the social services and schools is fully exempted, which is the opposite of the plan's commitment. The plan's requirement that integrity is respected remains, but that speaks for weighing rather than general exemptions.

The party programme requires that social services, police and schools have close cooperation to early prevent crime among children and young people, and the election manifesto wants to see a complete review of the secrecy rules so that agencies can share information. The plan commits to removing all confidentiality barriers between social services and police, which is exactly the activity the counter-proposal wants to exempt entirely from information sharing. The plan requires that social services, schools and the legal system be able to intervene with tougher action at an early stage and that inter-agency coordination and tools for detecting criminals be improved.
