The party programme requires that all legislation be tested against its impact on integrity, that any restriction be proportionate to its purpose, and defends freedom from coercion and paternalism. The plan's line is that coercive measures against young offenders shall be expanded and extended, not time-limited: more shall be able to be taken into custody and the maximum care time within closed youth care shall be extended. A sunset rule after one year is based on the assumption that the need for coercion is temporary, which the plan does not start from. The election manifesto wants to strengthen the social services' possibilities for compulsory measures against children and young people, and the party programme emphasizes long-term rules for society. The plan wants more young people to be taken into care under the Act on Care of Young Persons (LVU), for youth prisons to be established and for more young offenders to be remanded in custody.
