Integration Programme

The plan wants fewer people to live in the legal vulnerability that unscrupulous companies can exploit, and for everyone to gain language skills and practical opportunities to work on the same secure terms as others. Temporary and conditional residence permits are described as an obstacle, not a path to integration. That people with temporary protection are able to participate in the establishment programme therefore follows from the plan.
