International talent and support for researchers in exile
What's at stake: The decision affects Sweden's ability to attract and retain international doctoral students and postdocs, as well as the ability of researchers forced to leave their home countries to continue their research.
Case texts and AI reasoning are AI-translated from the Swedish originals; the Swedish text is authoritative.
What the vote decides
The question is whether Sweden should introduce targeted measures - such as an inquiry into postdocs' conditions and increased support for the Scholars at Risk network - to attract international research talent and support researchers in exile, or whether current general investment in research funding is sufficient.
Yes Yes — the committee proposal
The committee rejects the motions calling for further targeted measures for international doctoral students, postdocs and researchers in exile, referring to the fact that the government's investment in increased research funding and a more efficient organisation of research financing is already aimed at attracting and retaining key competence in Sweden.
No No — the reservations
Reservation 108 (V)
The reservation (V) calls for the government to investigate how support and conditions for postdocs coming to Sweden can be strengthened, since information about the Swedish higher-education system and career opportunities is currently hard to understand, causing Sweden to lose talent; it also calls for increased state support to the Scholars at Risk network and for research funders and institutions to be tasked with actively supporting its work for academic freedom and researchers who have had to flee their home countries.
Summarised from the committee report. Party labels in the summary come from the report, not from the vote.
What do the votes mean here?
Yes The committee proposal: rejecting the motions (keeping things as they are).
No Backing the counter-proposal: reservation 108 by V.
Abstain The party marks a position of its own that is not one of the two final alternatives.
What each plan points to — and how the party voted
For each party: the vote its own election manifesto and party programme point to in this case, next to how the party actually voted. A plan can only point to Yes or No; a party can also abstain.

Riksdag decision: The government has presented its research policy for the years 2025–2028. In connection with this, the government also presented a proposal that means the government shall be able to determine rules so that universities can decide that an employment at them can be combined with employment outside the university. The Riksdag approved the government's proposal. Today, combined employment at universities applies only to certain positions such as, for example, specialist-trained doctors and dentists and the government's proposal means that the restriction to certain sectors or positions can be removed. The purpose of the legislative change is to increase the opportunity for knowledge and competence exchange between individual researchers, educational institutions and other sectors of society and thereby strengthen competence supply and competitiveness. The legislative change enters into force on 1 July 2025. The Riksdag also directed a formal declaration (tillkännagivande) to the government regarding the government's announced inquiry into how appropriate the current authority form is for state educational institutions. According to the Riksdag, such an inquiry into changed organizational form should not be conducted. The formal declaration came in response to a proposal in a follow-up motion. The Riksdag rejected the other motions, of which approximately 140 proposals come from the general motion period of 2024.
Counter-proposals
- The counter-proposal wants the government to investigate requiring universities to make research digitally accessible to the public. (V) — Reservation 108

The plan emphasises independent academies without political control and demands that Sweden acts for refugee rights and defends asylum rights also internationally.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The plan emphasises independent academies without political control and demands that Sweden acts for refugee rights and defends asylum rights also internationally. An investigation assignment on better conditions for postdoctors and increased support for the network for researchers in flight unites both commitments. The plan moreover highlights international solidarity and that Sweden has good conditions to let more people build their lives here.

The party programme gives the state a special responsibility to guarantee research freedom and makes international solidarity a commitment to stand up for human rights and support the persecuted.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The party programme gives the state a special responsibility to guarantee research freedom and makes international solidarity a commitment to stand up for human rights and support the persecuted. Better conditions for incoming postdoctoral researchers and support for the network for researchers in flight follow from this. The election manifesto moreover wants to better secure access to highly educated labour. The plan therefore supports the counter-proposal's requirement.

The party programme establishes that innovation and competitiveness require that education be attractive to foreign students and international researchers, and the election manifesto that labor migration should be protected so that the right competence can be recruited.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The party programme establishes that innovation and competitiveness require that education be attractive to foreign students and international researchers, and the election manifesto that labor migration should be protected so that the right competence can be recruited. Clearer conditions and better support for postdoctoral researchers follow from this. Supporting researchers fleeing is in line with the plan's academic freedom and its generous and humane refugee policy.

- attract international researchersdecisive»innovationskraft och konkurrenskraft förutsätter att utbildningen är attraktiv för utländska studenter och internationella forskare, och att samverkan med näringslivet förstärks.« (party programme ↗)“innovation and competitiveness require that education be attractive to foreign students and international researchers, and that cooperation with the business sector be strengthened.”

Reasoning and quotes
The election manifesto wants to see targeted initiatives for Swedish universities to attract the world's leading researchers and for brain drain to stop, and the party programme that Swedish higher education is characterized by high internationalization. The plan also wants Sweden to offer havens for the persecuted. Better support for postdoctoral researchers and for researchers fleeing thus aligns with the plan.

The plan makes work for human freedom and rights a main goal of foreign policy and wants to primarily use positive means such as financial support and cooperation projects.
Plan documents: party programme
Reasoning and quotes
The plan makes work for human freedom and rights a main goal of foreign policy and wants to primarily use positive means such as financial support and cooperation projects. Support for researchers in flight and networks for academic freedom is precisely such a positive means. The plan moreover demands that Sweden is well ahead in research, which bears the requirement for better conditions for international postdoctoral researchers.
Original (Swedish)
In promoting human rights, positive means shall primarily be used, such as for example financial support, cooperation projects, conversations and dialogues to promote human rights.”
- human rights as foreign policy main goal»Människovärdet ska stå i fokus och arbetet för att skydda och värna mänskliga fri- och rättigheter ska vara ett huvudmål för utrikespolitiken.« (party programme ↗)“Human dignity shall be in focus and work to protect and safeguard human freedom and rights shall be a main goal of foreign policy.”
- academic freedom»Tankens frihet är en förutsättning för framgångsrikt kunskapssökande.« (party programme ↗)“Freedom of thought is a prerequisite for successful knowledge seeking.”
For our welfare it is important that Sweden is well ahead in research and there must be sufficient resources for us to maintain a high international level in the area.”

The plan states that higher education and research are highly international activities and commits to stopping the competence outflows so that those who have recruited foreign top talent do not have to worry.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The plan states that higher education and research are highly international activities and commits to stopping the competence outflows so that those who have recruited foreign top talent do not have to worry. Investigating how conditions for incoming postdoctoral researchers can be strengthened directly addresses the plan's concern that Sweden is losing competence. Support for researchers in flight moreover aligns with Sweden being a strong voice for freedom and democracy.

The plan wants to stop asylum immigration from countries outside the near region and establishes that labour market needs should be met first and foremost with domestic workforce, while unnecessary public spending should be scaled back.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The plan wants to stop asylum immigration from countries outside the near region and establishes that labour market needs should be met first and foremost with domestic workforce, while unnecessary public spending should be scaled back. Targeted investments in international postdoctoral researchers and increased support for a network of researchers in flight therefore have no support in the plan. The plan does, however, value academic independence.
