The plan wants Sweden to increase its commitment to international cultural collaboration and for young people's opportunities to study abroad to increase, and for culture's own value to be protected against purely utilitarian aims. Cutting the Nordic cultural and educational collaboration to finance other sectors goes against these commitments. However, the plan says nothing about the Nordic budget's allocation, so the conclusion is based on adjacent principles.
