The plan wants through massive investments in rail to get more people to travel climate-smart by train and restructure the transport systems so that road transport is replaced by rail. A removed or modified rate-of-return requirement with a public mission for passengers and climate serves this goal, in line with the plan's view that operational form should be tested based on fairness and efficiency. The plan also wants to make public transport cheaper.

The plan is built on a market economy free from command-economy steering where competition is a driving force and public operations are advantageously subjected to competition. To remove SJ's profitability requirement to lower ticket prices would put a state company to price-compete a competition-exposed market. The plan instead wants to make big investments in rail, but does so through infrastructure rather than through the company's mission.

The plan establishes that the public should only conduct business operations where there is a strong public interest and should not conduct operations that crowd out functioning private alternatives or hinder new entrepreneurship. A removed revenue requirement that is supposed to finance lower ticket prices makes the state's company a price competitor on a market with other players.
