The plan does not address dial-a-ride transport. The closest principle is that decisions should be made at the lowest effective level and that municipalities and regions should be able to choose different routes based on their conditions, which argues against national legislative requirements for how dial-a-ride needs should be assessed. The plan also warns against the idea that welfare should constantly be expanded, even though the state has a responsibility for those who fall through the cracks. The requirement is therefore rejected on weak grounds.
