Rejection of the proposition

The election manifesto requires that clear-cutting be phased out and that the forest's function as a carbon sink be preserved, and the party programme requires strong protection of forest with rich ecosystems and regulation that stems from a holistic view rather than one-sided profit interests. The counter-proposal rejects the bill precisely because it drives forest policy towards more intensive production without sufficient regard to nature, climate and Sami reindeer herding. The plan thus supports the counter-proposal's requirement.

The plan requires that biological diversity and valuable nature be protected and explicitly warns against allowing capital interests to overexploit natural resources. A package of proposals that drives forestry policy towards more intensive production and decouples consultation requirements without sufficient basis goes against the plan's requirement for forestry that simultaneously protects climate and environment. The plan's commitment to national minorities' rights furthermore suggests that reindeer herding's needs be considered.

The plan affirms active forestry where the forest's potential for renewable materials and energy should be utilized, and wants regulations to protect property rights. A rejection of the proposition in its entirety would reject even the clearer regulations that give the landowner predictability. Requirements for increased environmental consideration and protection of old-growth forests are in the plan, but do not justify a complete rejection.

The election manifesto sounds an alarm that property rights in forests are threatened and the party programme demands long-term rules that promote both production and environmental goals. The counter-proposal wants to reject the entire government bill and thereby stop clearer rules that strengthen forest owners' predictability. The plan certainly requires consideration of nature and protects reindeer herding, but it does not support rejecting rule simplifications that keep the goals on equal standing.

The plan establishes that more forest shall be managed, not less, that the area of forest exempted from forestry shall decrease and that forest owners' ownership shall be strengthened through voluntary means. The counter-proposal wishes to reject the entire proposition arguing that forest policy is being driven towards more intensive production. That is the opposite direction from the plan's, hence the plan rejects the demand.
