The plan requires that welfare and services exist everywhere and that elderly care, preschool, school and grocery stores should exist in more small towns, and that everyone should feel that society exists where, wherever in the country you live. Closed service offices go directly against that commitment, while the counter-proposal's requirements for expansion, reopening and a regional perspective follow it. The plan also sees the centralisation of services to cities as a problem that politics should correct.

The plan's core commitment is that society and its institutions shall be present in all areas and that public services shall exist across the entire country, regardless of where you live. The plan particularly points out that society has withdrawn and that market adaptation has caused public services to disappear. The counter-proposal's requirement for continued expansion of service offices, reopened offices and a regional perspective in location directly follows from that commitment. The election manifesto explicitly promises to establish more state service offices so people shall feel security throughout the country, which is the direct opposite of closing 35 offices. The plan further places on the state responsibility that state service be accessible throughout Sweden and has as goal that the whole country shall live. The plan's line for the state administration is efficiency and streamlining: state expenses shall decrease, an efficiency office shall examine all agencies' finances and assignments shall be streamlined. To instead expand the service centre network, reopen closed offices and link more activities to them is a spending increase that the plan does not commit to. The plan's ambition that the whole of Sweden shall function does indeed pull the other way, but does not bear the demand.
