The plan's core cultural policy commitment is that the state shall exercise less control and that cultural creators, not politicians, shall make decisions about support. For the Riksdag to designate a single institution as a national centre and control the Royal Dramatic Theatre's employment arrangements goes against this and against the plan's goal of making more cultural institutions independent from the state. The counter-proposal wants to expand the state's cultural responsibility with a national folk music centre with long-term funding and more state-funded positions in the National Theatre. The party programme establishes that public funding and political ambitions in cultural life constitute a risk and that the goal is institutions free from state and politics.
