The Future Design of Unemployment Insurance

The party programme requires that benefit levels be designed so that the individual is incentivized to participate in measures and return to working life, and that benefit dependency be countered. A tapering of benefits after a period of unemployment is precisely such an incentive element. The plan establishes that raised unemployment insurance weakens the work line and that benefits shall never be so high that it does not pay to work, and it wants to strengthen incentives to move from benefits to work. A gradual reduction of the benefit with time in unemployment is just such an incentive. The counter-proposal's demand to remove the steep reduction therefore contradicts the plan.

The election manifesto explicitly states that compensation should be higher during the first hundred days and that a scaling down of the level thereafter should be done, since it should always pay to work. The counter-proposal demands a reworked proposal without the steep scaling down after 100 days, which goes directly against the plan's own construction of the insurance. The plan supports the transition to a right based on work time instead of membership, but what is decisive here is the scaling down, and therefore the plan rejects the demand.
