The plan requires strengthened governance based on new, tightened climate targets and that all political decisions take account of the acute climate crisis, with updated targets for all emissions that Swedish policy can influence. A requirement for clear reporting of how climate targets will be achieved when investment in biofuels decreases is a direct application of that commitment. The plan also requires powerful economic instruments.

The election manifesto commits to producing a Swedish emissions budget that achieves climate targets and a transition law for phasing out fossil fuels; the counter-proposal's demand for clear reporting of how targets will be met despite reduced biofuel investment is a direct consequence of that commitment. The plan also establishes that transport emissions must decrease to meet climate targets and that Sweden must lead in reducing climate impact. Lowering reduction levels without documented target fulfilment contradicts the plan.

The plan puts climate first, states that every day without action is a lost day and wants climate policy to be based on what science requires. A requirement for clear reporting of how climate targets will be reached when investment in biofuels decreases follows from that commitment, especially as the plan wants to reduce taxes to the maximum on blended biofuels. The plan binds itself to reaching the climate targets, with net zero emissions no later than 2045, and wants climate policy to be measured by how much it actually gets down emissions. A report of how the targets shall be reached when the investment in biofuels decreases is precisely the kind of target-fulfilment control the plan demands. The plan also affirms that fossil emissions from the transport sector shall be gone.

The plan's explicit commitment is the opposite: price reductions shall occur mainly through reduced inclusion of expensive biofuel, whilst Sweden shall be a world leader in climate transition in a way that works and is effective. The plan thus sees no conflict between less biofuel and climate goals and therefore does not support the counter-proposal's premise and demand. No commitment on reporting requirements exists in the plan.

The counter-proposal rests on lower reduction levels being the wrong path, while the plan's explicit promise is to lower the price of petrol and diesel and for climate policy to be cost-effective rather than expensive symbol politics. The plan stands by net zero 2045, but wants to reach it through electrification, technology and international measures. The requirement linked to maintaining higher blending is therefore not supported.

The counter-proposal is based on reduced reduction levels being a problem for climate goals. The plan explicitly wants to lower the reduction obligation and fuel tax and believes that Swedish climate goals should be adapted to the EU level instead of being driven further at the cost of living standards and competitiveness. Climate policy should be guided by evidence and cost-effectiveness, not by the ambition to go first and farthest.
