The plan demands updated and sharpened climate targets that cover all emissions Swedish policy has influence over and that correspond to the latest research, and describes the situation as a climate emergency. An annual national carbon dioxide budget with fixed reduction rate is one way to implement that steering. The plan thus does not consider the existing framework sufficient.

The decisive commitment is that the climate policy framework shall stand firm, with climate legislation, milestone targets and the net zero target 2045 as steering instruments. A new national carbon budget with a prescribed reduction rate of 12-15 per cent per year is a different steering system than the one the plan has chosen, and the plan also warns against measures that burden those dependent on the car. The reference to a ceiling for emissions refers in the plan to a global agreement, not a national budget.

The election manifesto explicitly requires that a Swedish emissions budget be drawn up so that climate goals are met, which is exactly what the counter-proposal requests. The party programme strengthens this with the requirement for a climate policy framework with binding caps on climate impact. That policy instruments should be based on total emissions follow from the plan's goal of a fossil-free Sweden by 2030.

The plan's climate policy method is pricing of emissions, green tax shift and emissions trading, and it explicitly rejects command-economy finger-pointing. An administratively set carbon budget with a prescribed reduction rate that is to guide policy instruments and individual authorities' measures is a different model than the one the plan advocates. The plan binds itself to the existing climate targets – net zero emissions by 2045 – within the framework of a growing economy, and wants to achieve them with general and technology-neutral economic instruments. An annual carbon budget with a set reduction rate that shall guide measures down to individual authorities is a different kind of management than what the plan advocates, and the plan explicitly distances itself from symbolic politics. The plan's climate target is net zero emissions by 2045 at the latest with effective policy instruments and technology, and it explicitly warns against expensive symbolic politics and narrow climate nationalism.
