The plan wants a strong municipal self-governance and places the burden of proof on whoever wants to deprive a lower level of its task; investigating a state takeover of the rescue service goes against this starting point. What a community can manage effectively it should also be allowed to manage. That the election manifesto wants to nationalise healthcare at the same time shows that the plan allows exceptions when inequality is proven, so confidence is low.

The party programme states that essential parts of our infrastructure should be under state control and counts national security among the state's core responsibilities, and the plan advocates the same solution in other areas by having the state resume principal responsibility where municipal differences create unequal service. The fire and rescue service is such a protective function where the plan wants equivalent standards nationwide. Examining state principal responsibility is therefore supported by the plan.
