The closest commitment is that work with civil defence and crisis preparedness shall continue through increased resources, and that money shall go to operations and not to more bureaucracy. Subsidiarity is the plan's guiding principle of power distribution: what a smaller community can manage effectively it shall also manage, and the burden of proof rests with those who want to move the task upwards. Moving the fire service and civilian population protection to a new state authority is precisely such an upward shift without better effectiveness being demonstrated. The plan instead requires sufficient resources for total defence.

The plan wants to merge agencies and streamline public activities and explicitly criticizes that the number of agencies constantly grows. Establishing a new state rescue service and moving responsibility for rescue services and civilian protection there goes against that line.
