Terms for study support

The party programme explicitly demands that study grants be raised so that no one is forced to discontinue studies for personal financial reasons, and the election manifesto wants to increase study support so that more people can pursue further education. The plan also emphasizes that the opportunity to study should not depend on the thickness of one's wallet. Raising the grant portion and strengthening the study grants system is thus directly in line with the plan, in contrast to the committee's assessment that the system is well balanced.

The plan's overarching commitment is that social misdirection in higher education shall be broken and that study finance shall be adapted so that education is possible regardless of background. A raised grant portion that enables students with children or disabilities to focus on their studies follows from this, as does the readiness to strengthen child families' finances. The plan explicitly promises to increase study grants and that student loans shall be sufficiently high with fair support for students with children. It also assumes that students should be able to study without working on the side. The plan does not address the grant portion of student loans, but its fundamental fiscal commitment is to use taxpayers' money wisely and spend more on the core of welfare and less on benefits. A significant increase in the grant portion goes in the opposite direction, although the plan simultaneously wants everyone to be able to educate themselves throughout life. The conclusion is therefore uncertain and rests on general principles rather than an explicit stance.

The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.

The plan lacks any commitment to raise the grant portion in student aid. Where the plan discusses student support, the instruments are incentives linked to degree completion and study pace and a general CSN pause, and new resources for higher education shall go to more teacher-led instruction and quality. The plan's consistent line is also that work shall pay rather than raised grants. The requirement for a significantly higher grant portion thus lies outside the plan, even though the plan wants everyone to be able to study regardless of economic background.

The plan demands an understandable and long-term sustainable study support and restraint in public expenditure, and it assumes that study support is combined with own work and own income. The counter-proposal requires a significantly higher grant portion in student finance. The plan contains no such commitment and instead binds all new reforms to the surplus target, with stated priorities to the justice system, defence and welfare. The plan's stance is that politics must choose what to omit, which argues against a costly increase in student grants.
