The plan is silent on procurement of travel services, but its closest principle is that politics should not unnecessarily micromanage and that complicated regulations should be opposed. A requirement for aesthetic subjects on all programmes with extended hours is precisely such detailed regulation. The plan certainly wants to develop alternatives to road transport, but designs the traffic system with consideration for all modes of transport.

The counter-proposal requires a mandatory requirement in procurement of travel services that travel agencies shall be able to book European train journeys, to steer travel towards trains. The plan embraces instead aviation's own transition and wants to expand Arlanda, and it rejects climate policy that becomes expensive symbolic politics or political micromanagement. The plan thus rejects the requirement.

The plan establishes that all modes of transport, including car and air, are needed and opposes climate measures that are posturing rather than effective.
