Priorities

The plan ties aid to being given without self-interested reservations and to poor countries being able to develop on their own terms. Making self-sufficiency and demanding control the carrying principle of aid goes against this. The plan sees poverty as a result of unequal power relations that require resource transfer from the North and a significant reduction in global inequality, even though the parts about labour rights and free press are close to the plan.
