The plan is based on the understanding that trust in the knowledge of those who do the work is crucial for well-functioning activities, and that society should take greater responsibility for welfare work sites. A proper skills upgrade for staff in state youth care is exactly such an investment in staff rather than in control systems. The plan also requires that all children get the support they need.
