The plan wants Sweden to be open to labor immigration, but at the same time requires regulations that prevent poor working conditions and unscrupulous employers. That the worker bears the consequence of the employer's fault is contrary to the commitment that labor migrants shall have the same good conditions as others on the labor market. The plan's view of humanity forbids anyone from being used as a means, and criminal policy is based on the principle that each bears responsibility for their own actions and that society sides with the victim.
