The counter-proposal wants to establish a nature policy framework with its own legislation, long-term goals based on EU commitments and a new council. The plan requires that the proliferation of agencies be limited and waste be stopped, that environmental measures be chosen based on most environmental benefit per krona and that Sweden's self-determination over forest and nature be protected against the EU. A new regulatory framework with binding goals and a new body thereby lies outside the plan's line.
