Mandatory Review of Environmental Conditions
Mandatory reassessment of environmental permit conditions
What's at stake: Many environmentally hazardous operations hold permits that last indefinitely, some dating back to the 1960s. At stake is whether such permits should be periodically reassessed against current knowledge about climate and the environment—an issue linked to how far-reaching the accompanying rules on change permits can be.
Case texts and AI reasoning are AI-translated from the Swedish originals; the Swedish text is authoritative.
What the vote decides
Parliament decided on demands that the government return with a proposal for mandatory periodic reassessment of environmental permits so permit conditions stay up to date, or whether the question should wait for a separate piece of legislation.
Yes Yes — the committee proposal
The committee finds that the question of mandatory reassessment of permit conditions falls outside this piece of legislation and that there are therefore obstacles to making more far-reaching changes now, while noting that several ongoing inquiries touch on the issue.
No No — the reservations
Reservation 5 (V)
V argues environmental permits should be subject to mandatory reassessment every 20 years so conditions keep pace with technological and scientific developments, since most permits currently run indefinitely and some are decades old, and wants the government to bring forward such a proposal.
Summarised from the committee report. Party labels in the summary come from the report, not from the vote.
What do the votes mean here?
Yes The committee proposal: rejecting the motions (keeping things as they are).
No Backing the counter-proposal: reservation 5 by V.
Abstain The party marks a position of its own that is not one of the two final alternatives.
What each plan points to — and how the party voted
For each party: the vote its own election manifesto and party programme point to in this case, next to how the party actually voted. A plan can only point to Yes or No; a party can also abstain.

Committee proposal
The Riksdag rejects the motions 2023/24:2911 by Andrea Andersson Tay et al. (V) point 2 and 2023/24:2916 by Emma Nohrén et al. (MP) point 1.

Riksdagen avslår motionerna 2023/24:2911 av Andrea Andersson Tay m.fl. (V) yrkande 2 och 2023/24:2916 av Emma Nohrén m.fl. (MP) yrkande 1.
Riksdag decision: The Riksdag voted in favor of the government's proposal for steps towards more efficient environmental review. The purpose of the law changes is to create a more modern and efficient environmental review and to simplify the regulatory framework through greater uniformity and clearer requirement levels. Among other things, so-called modification permits (ändringstillstånd) shall be able to be used to a greater extent than today, in order that the willingness to invest is not hindered and that the implementation of new technology is not delayed. Furthermore, the validity period of time-limited permits shall be able to be extended by three years. The law changes also mean that the county administrative board's (länsstyrelsen's) tasks under the scoping consultation (avgränsningssamrådet) shall be developed to increase the possibility of obtaining good background material. The number of party authorities is also reduced as Kammarkollegiet (Supreme Administrative Court of Appeal) shall no longer be such an authority. Further, changes are made so that more oral proceedings are held and the use of schedules increases. Furthermore, more cases shall be decided without main hearings and the scope for digital processing shall increase. The new provisions shall enter into force on 1 January 2025.
Counter-proposals
- The counter-proposal wants mandatory review of environmental conditions to accompany the expansion of amendment permits. (V) — Reservation 5

The plan wants to see ambitious environmental targets that are followed up with sharp legislation and that new projects are weighed in environmental consequences and security throughout their life cycle.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The plan wants to see ambitious environmental targets that are followed up with sharp legislation and that new projects are weighed in environmental consequences and security throughout their life cycle. Permits that in practice apply forever go against it, and the plan assumes that profit-driven companies will not themselves sharpen their terms. Mandatory reconsideration every 20 years is therefore a measure the plan points to, in line with the requirement for strengthened governance based on sharpened climate targets.

The party programme requires that environmental considerations be built in from the start and natural resources be used more efficiently, and the election manifesto states that the climate policy framework should remain fixed.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The party programme requires that environmental considerations be built in from the start and natural resources be used more efficiently, and the election manifesto states that the climate policy framework should remain fixed. Mandatory reassessment every twenty years, so that conditions follow technology and knowledge development, aligns with this. At the same time, the manifesto wants to speed up slow permit processes, which pulls in the opposite direction and makes the conclusion uncertain.

The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.
The plan's overarching principle is that all activity must stay within nature's limits and that environmental considerations weigh more heavily than short-term exploitation interests.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The plan's overarching principle is that all activity must stay within nature's limits and that environmental considerations weigh more heavily than short-term exploitation interests. The plan also wishes to tighten environmental requirements in reconsideration of existing facilities and legislate phasing out fossil industry by 2030. Conditions that apply forever are incompatible with this, which is why mandatory reconsideration every 20 years is supported. The committee's procedural reasons are not addressed.

Mandatory review of all environmental permits every 20 years means more and recurring reviews.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
Mandatory review of all environmental permits every 20 years means more and recurring reviews. The plan's decisive commitment in environmental review goes in the opposite direction: permit times shall be halved, wind power permits allowed to take at most two years, and the Environmental Code reformed so climate benefit weighs more heavily. The plan also values long-term stability and predictability for those who own and invest, which argues against a mandatory review interval.
Original (Swedish)
It is time to halve the time it takes to get permits for green investments and reform the Environmental Code so that a project's climate benefit is given greater weight in environmental review.”
A crisis commission is needed to quickly increase Sweden's emission-free electricity production, and wind power permits must be allowed to take a maximum of two years.”
- long-term stability and property rights»Brott mot äganderätten, med konfiskatoriska och godtyckliga beskattningar och ingrepp, underminerar förtroendet och långsiktigheten i samhället.« (party programme ↗)“Violations of property rights, with confiscatory and arbitrary taxation and interference, undermine confidence and long-term stability in society.”
It should always be profitable to protect the environment and unprofitable to act in an environmentally destructive way.”
The party programme requires that modernization of power plants includes demands that they meet today's environmental regulations and that clear environmental and safety requirements apply to all energy types, which speaks for regular review of old perpetual permits.
Plan documents: party programme
Reasoning and quotes
The party programme requires that modernization of power plants includes demands that they meet today's environmental regulations and that clear environmental and safety requirements apply to all energy types, which speaks for regular review of old perpetual permits. Also the demand for improved supervision and stricter sanctions points that way. At the same time, the plan wants to quickly remove obstacles to activities, which is why the assessment is uncertain and derived.
- clear environmental requirements»För alla energislag ska finnas tydliga miljö- och säkerhetskrav.« (party programme ↗)“For all energy types there shall be clear environmental and safety requirements.”

The plan establishes that the rules the state sets for enterprises shall be long-term, and the election manifesto promises long-term conditions for both nuclear power and hydropower.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The plan establishes that the rules the state sets for enterprises shall be long-term, and the election manifesto promises long-term conditions for both nuclear power and hydropower. A mandatory review of environmental conditions every twenty years would make permits time-limited and conditions less predictable. The precautionary principle argues that conditions follow technological development, but does not outweigh the requirement for long-term rules of the game.
Original (Swedish)
Det är viktigt att de regler staten ställer upp för« (party programme ↗)“legislation and good ethics are maintained on the market. It is important that the rules the state sets for”
- long-term energy conditions»Satsa på kärnkraften med långsiktiga villkor att utvecklas.« (2022 manifesto ↗)“Invest in nuclear power with long-term conditions to develop.”
- protect hydropower»Värna vattenkraften, både den storskaliga och småskaliga.« (2022 manifesto ↗)“Protect hydropower, both large-scale and small-scale.”

The counter-proposal wants to make environmental permit review mandatory every twentieth year.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The counter-proposal wants to make environmental permit review mandatory every twentieth year. The plan goes in the opposite direction: it wants to shorten and simplify permit processes, remove a third of regulatory red tape and explicitly give new nuclear power the right to operate throughout its technical lifetime, which presumes long-term sustainable permits. Recurring mandatory reviews would create precisely the uncertainty the plan wants to eliminate for investment. Therefore the plan rejects the requirement.

- long-term operating rightsdecisive»Ge nybyggd kärnkraft rätten till drift och elproduktion under hela sin tekniska livslängd« (2022 manifesto ↗)“Give new nuclear power the right to operate and produce electricity throughout its technical lifetime”
- simplified permit processes»vill vi förkorta och förenkla tillståndsprocesser för industrier som satsar på omställning« (2022 manifesto ↗)“we want to shorten and simplify permit processes for industries investing in transformation”
- less regulatory burden»Ta bort en tredjedel av företagens administrationskostnader och en tredjedel av regelkrånglet« (2022 manifesto ↗)“Remove a third of companies' administrative costs and a third of regulatory red tape”
- ownership rights guiding»principen att den som äger också ska ha rätt att använda sitt ägande efter eget huvud ska vara vägledande« (party programme ↗)“the principle that the owner should also have the right to use their ownership according to their own judgment should be guiding”
The plan's decisive commitment is that industry shall have long-term and predictable conditions and that permit processes shall be streamlined and made faster.
Plan documents: 2022 manifesto
Reasoning and quotes
The plan's decisive commitment is that industry shall have long-term and predictable conditions and that permit processes shall be streamlined and made faster. A mandatory review of environmental conditions every 20 years would on the contrary make the permits uncertain and create recurring reviews for the enterprises. The plan therefore argues against the counter-proposal's demands.
