The counter-proposal wants to widen access to study start support by softening the unemployment requirement. The plan goes in the opposite direction: a major benefit reform shall break outsiderness, total benefits must never become so high that it does not pay to work, and the tax and benefit system shall be based on the work line. That the plan wants to make adult education more relevant motivates content and quality, not a broader benefit.

The election manifesto wants to eliminate ineffective labor market and integration programs and require clear results for every public investment, and adapt labor market measures so they effectively lead to real jobs. Widening access to study-start support by easing unemployment requirements instead expands support that has not reached its intended target group.
