The productivity deduction

The productivity deduction on institutions' appropriations

What's at stake: A continued productivity deduction gradually shrinks the funds available for teaching and research, which critics say leads to fewer teaching hours and strained research conditions. It affects students, teachers and researchers at the country's institutions.

Case texts and AI reasoning are AI-translated from the Swedish originals; the Swedish text is authoritative.

What the vote decides

The question is whether the annual productivity deduction on institutions' appropriations should be abolished to increase resources for higher education and research, or whether the deduction should remain as a general feature of the state appropriations system.

Yes Yes — the committee proposal

The productivity deduction is a general savings mechanism applied to state appropriations, handled through the annual budget process rather than in this research-policy bill. The committee therefore sees no grounds, within the scope of this matter, to abolish the deduction for higher-education institutions, and rejects the motion.

No No — the reservations

Reservation 27 (V, MP)

The reservation holds that the productivity deduction unreasonably erodes institutions' funding, leads to fewer teaching hours and pressures teachers and researchers to produce more in less time, and therefore wants the deduction abolished to increase institutions' resources.

Summarised from the committee report. Party labels in the summary come from the report, not from the vote.

What do the votes mean here?

Yes The committee proposal: rejecting the motions (keeping things as they are).

No Backing the counter-proposal: reservation 27 by V, MP.

Abstain The party marks a position of its own that is not one of the two final alternatives.

What each plan points to — and how the party voted

For each party: the vote its own election manifesto and party programme point to in this case, next to how the party actually voted. A plan can only point to Yes or No; a party can also abstain.

Committee proposal

Parliament rejects the motion 2024/25:3313 by Daniel Helldén et al. (MP) request 11.

Original (Swedish)

Riksdagen avslår motion 2024/25:3313 av Daniel Helldén m.fl. (MP) yrkande 11.

Riksdag decision: The Government has presented its research policy for the years 2025–2028. In connection with this, the Government also presented a proposal which means that the Government shall be able to determine rules so that universities may decide that an employment with them may be combined with employment outside the university. Parliament approved the Government's proposal. Today, combined employment at universities applies only to certain positions, such as specially trained doctors and dentists, and the Government's proposal means that the restriction to certain sectors or positions can be removed. The purpose of the legislative change is to increase the opportunity for exchange of knowledge and competence between individual researchers, higher education institutions and other sectors of society, and thereby strengthen competence supply and competitiveness. The legislative change enters into force on 1 July 2025. Parliament also directed a directive, a so-called tillkännagivande (formal request), to the Government regarding the Government's announced investigation into how appropriate today's authority form is for state-run higher education institutions. According to Parliament, such an investigation into changed organizational form should not be carried out. The formal request came as a result of a proposal in a supplementary motion. Parliament said no to other motions, of which approximately 140 proposals come from the general motion period 2024.

The plan wants to defend university funding, make major investments in the quality of the education system and expand free basic research.

Plan documents: 2022 manifesto · party programme

Reasoning and quotes

The plan wants to defend university funding, make major investments in the quality of the education system and expand free basic research. A productivity discount that hollows out higher education funding and presses for more teaching hours in less time goes directly against it, which is why the demand to abolish the discount is supported. The plan says nothing about budgeting techniques or in which matter the question belongs.

The plan does not mention the productivity deduction.

Plan documents: party programme · 2022 manifesto

Reasoning and quotes

The plan does not mention the productivity deduction. The closest commitments are the party programme's demands for major investments in education and research to strengthen Sweden's position as a knowledge nation, and for high quality in all education. A deduction that undermines higher education institutions' allocations and pressures teaching time pulls in the opposite direction. The plan therefore supports the demand, but the basis is weak.

The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.

The party programme wants to value high quality in higher education, among other things through a teaching guarantee for the number of teacher-led hours, and requires good and secure working conditions for teachers and researchers.

Plan documents: party programme

Reasoning and quotes

The party programme wants to value high quality in higher education, among other things through a teaching guarantee for the number of teacher-led hours, and requires good and secure working conditions for teachers and researchers. A productivity deduction that gives fewer teaching hours and increased pressure on staff goes against this. The plan thus supports abolishing the deduction.

Plan documents: 2022 manifesto · party programme

Reasoning and quotes

The election manifesto stipulates that few investments are as valuable as education, from preschool to university, and wants to see competitive universities and world-class research. A deduction that year after year erodes the institutions' budgets pulls in the opposite direction. At the same time, the plan requires careful stewardship of taxpayers' money and lower tax burden, which makes the weighing uncertain.

The election manifesto wants to increase research grants and teacher-led instruction, and the party programme establishes that continued high state research grants are necessary.

Plan documents: 2022 manifesto · party programme

Reasoning and quotes

The election manifesto wants to increase research grants and teacher-led instruction, and the party programme establishes that continued high state research grants are necessary. A productivity deduction that undermines institutions of higher learning's financing and reduces teaching time pulls in the opposite direction. Abolishing the deduction therefore lies in line with the plan, even though the plan also values more efficient resource use.

The plan demands that there be sufficient resources for Sweden to maintain a high international level in research and that all subject areas be guaranteed sufficient resources.

Plan documents: party programme

Reasoning and quotes

The plan demands that there be sufficient resources for Sweden to maintain a high international level in research and that all subject areas be guaranteed sufficient resources. A general annual deduction that year for year erodes university and college appropriations works against that commitment. The demand for restraint with public expenditures pulls in the opposite direction but does not overtake it.

Reasoning and quotes

The plan instead wants to reduce government agencies' costs: an efficiency office should go through all government agencies' finances to free up resources, and the party programme states that public waste in all forms shall be combated. New commitments must moreover be financed or fit within the surplus target. Abolishing the productivity discount for educational institutions is an unfinanced spending increase and goes against that line, even though the plan wants Sweden to be a world-class knowledge nation.

Plan documents: 2022 manifesto

Reasoning and quotes

The plan requires that public spending be reviewed and redirected to welfare and the justice system, that unnecessary spending be scaled back and that clear results be demanded for every initiative. Abolishing productivity deductions for educational institutions means increased grants without such scrutiny. The plan certainly values academic independence, but does not address the deduction, so the conclusion is derived.
