Rejection of the proposition
Motion to reject the government bill on removal-order lapsing, the labour-market track change, and re-entry bans
What's at stake: If the bill were rejected in full, none of the legislative changes would go ahead, which particularly concerns people waiting for the lapsing period on a removal order to run out, people who can currently switch to a work-permit track, and people facing a re-entry ban.
Case texts and AI reasoning are AI-translated from the Swedish originals; the Swedish text is authoritative.
What the vote decides
Parliament considered whether the government's bill on the lapsing of removal orders, ending the labour-market track change, and new rules on re-entry bans should be rejected in full, or whether parliament should instead proceed to consider the proposals on their merits.
Yes Yes — the committee proposal
The committee takes a positive view of the government's proposals to change the lapsing rules for removal orders, introduce a re-entry ban of up to five years, and abolish the labour-market track change, noting among other things that current lapsing rules allow foreigners who evade enforcement long enough to obtain a full new review, and that the track change is in practice used as a route into the labour market alongside regular labour migration. The committee therefore rejects the motion to reject the bill in full.
No No — the reservations
Reservation 1 (MP)
MP argues that the government's proposal for the lapsing period to start running only once the asylum seeker has left the country would in practice mean that people who cannot leave Sweden for various reasons never get a fresh full review, while no concrete estimates exist of how many decisions will actually be enforceable. The party warns that the shadow society will grow if no new review is offered and no measures address the underlying causes. MP also wants to keep the track change, seeing it as an important motivating factor for self-support and integration and an incentive to establish one's identity, and therefore believes the bill should be rejected in full.

What do the votes mean here?
Yes The committee proposal: rejecting the motions (keeping things as they are).
No Backing the counter-proposal: reservation 1 by MP.
Abstain The party marks a position of its own that is not one of the two final alternatives.

Committee proposal
The Riksdag rejects motion 2024/25:3332 by Annika Hirvonen et al. (MP) point 1.
Original (Swedish)
Riksdagen avslår motion 2024/25:3332 av Annika Hirvonen m.fl. (MP) yrkande 1.
Riksdag decision: The government proposes legislative amendments, among other things, to encourage more people to leave Sweden following a removal decision, that is, deportation or expulsion to the home country. The Riksdag approved the proposal. The legislative amendments entail, among other things, the following: A removal decision shall cease to apply (be prescribed) five years from when the foreign national has complied with the decision and left Sweden. According to current rules, the corresponding period is four years. If the decision is associated with a so-called re-entry ban that is in effect at that time, the decision shall cease to apply only when the re-entry ban expires. Re-entry bans shall be determined for a maximum of five years, instead of one year as is currently the case. A re-entry ban means a prohibition from returning to Sweden. The re-entry ban may be longer, among other things, if the person poses a serious security threat. The system of so-called track-switching is abolished. Track-switching means that a person who has received a rejection of their asylum application has the opportunity to instead seek a residence and work permit without leaving Sweden. The legislative amendments enter into force on 1 April 2025. The Riksdag also decided to reject proposals in motions within the field, of which two were submitted during the general motion period 2024.
Counter-proposals
- The counter-proposal wants parliament to reject the government's proposal and maintain the possibility of switching from asylum to work permit. (MP) — Reservation 1

The election manifesto establishes that the right to seek asylum can never be compromised and demands that only permanent residence permits be issued when asylum is granted, and calls today's policy of temporary and conditional permits a form of psychological violence.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The election manifesto establishes that the right to seek asylum can never be compromised and demands that only permanent residence permits be issued when asylum is granted, and calls today's policy of temporary and conditional permits a form of psychological violence. The party programme requires that those seeking asylum are guaranteed individual and legally secure examination and that the criteria should lead to fewer people living in legal vulnerability, which is exactly the counter-proposal's objection to examination being cut and the shadow society growing. The plan therefore stands behind the demand for rejection.

- asylum right and permanent permitsdecisive»Rätten att söka asyl kan aldrig tummas på, vi kräver att endast permanenta uppehållstillstånd ska utfärdas vid beviljad asyl.« (2022 manifesto ↗)“The right to seek asylum can never be compromised, we demand that only permanent residence permits be issued when asylum is granted.”
- individual and legally secure examination»sin rätt till en individuell och rättssäker prövning under värdiga« (party programme ↗)“their right to individual and legally secure examination under dignified”
- reduce legal vulnerability»leda till att färre människor lever i den juridiska utsatthet som oseriösa« (party programme ↗)“lead to fewer people living in the legal vulnerability that dishonest”
- against temporary and conditional permits»Vänsterpartiet anser att den inhumana flyktingpolitik som råder, med tillfälliga och villkorade uppehållstillstånd, är en form av psykologiskt våld mot en redan utsatt grupp.« (2022 manifesto ↗)“The Left Party considers the inhumane refugee policy that exists, with temporary and conditional residence permits, to be a form of psychological violence against an already vulnerable group.”

The election manifesto's overarching migration commitment is that policy has been tightened and that this line holds firm, and that labour migration shall be limited.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The election manifesto's overarching migration commitment is that policy has been tightened and that this line holds firm, and that labour migration shall be limited. The counter-proposal requires in practice that the proposition be rejected, thus that current limitation rules and the fee structure are maintained, which goes against that line. The party programme's requirement for generous but regulated immigration and a safe haven speaks for legal certainty in assessment but does not cancel out the tightening line.
- tightened migration policydecisive»Vi har stramat åt migrationspolitiken, och denna linje ligger fast.« (2022 manifesto ↗)“We have tightened migration policy, and this line holds firm.”
- limited labour migration»Arbetskraftsinvandringen ska begränsas.« (2022 manifesto ↗)“Labour migration shall be limited.”
- generous but regulated immigration»Vi vill ha en generös och reglerad invandring.« (party programme ↗)“We want to have generous and regulated immigration.”
- safe haven for refugees»Sverige ska erbjuda en trygg fristad åt människor som tvingas fly från förföljelse och våld.« (party programme ↗)“Sweden shall offer a safe haven for people forced to flee persecution and violence.”
The plan commits to defending the right to asylum and strengthening legal security in the asylum process, and wants a Sweden where no one is forced to live as undocumented.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The plan commits to defending the right to asylum and strengthening legal security in the asylum process, and wants a Sweden where no one is forced to live as undocumented. Rules that close the possibility of new review for those who cannot leave the country move in the opposite direction and risk building up the shadow society. The plan thus supports the counter-proposal's requirement for continued review possibility and strengthened legal security instead of restricted review.
- legal security in the asylum processdecisive»stärka rättssäkerheten i asylprocessen och stödet för hbtqi-flyktingar och andra sårbara grupper.« (2022 manifesto ↗)“strengthen legal security in the asylum process and support for LGBTQI refugees and other vulnerable groups”
- defend the right to asylum»försvara asylrätten och kvotflyktingsystemet« (2022 manifesto ↗)“defend the right to asylum and the quota refugee system”
We want a society where no one is forced to live as undocumented, a Sweden where no family is split, and a world where everyone can move freely.”
- restrictive forced returns»Tvångsavvisningar ska användas oerhört restriktivt.« (party programme ↗)“Forced returns shall be used extremely restrictively.”

The party programme binds the party to open borders and a generous and humane refugee and immigration policy, and to asylum being a human right.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The party programme binds the party to open borders and a generous and humane refugee and immigration policy, and to asylum being a human right. Tightened limitation rules that close the way to new review, and an abolished possibility to track, pull in the opposite direction from the commitment that the labour market should be opened instead of borders. The plan therefore supports the rejection requirement.
- generous and humane migration policydecisive»Centerpartiet strävar efter öppna gränser, fri rörlighet samt en generös och human flykting- och invandringspolitik.« (party programme ↗)“Centerpartiet strives for open borders, free movement and a generous and humane refugee and immigration policy.”
To be able to seek a refuge and a livelihood, not just within the country where one is born, but also outside the country's borders, is a human right.”
- open labour market instead»gränserna som ska stängas, utan arbetsmarknaden som ska öppnas« (party programme ↗)“borders that should be closed, but the labour market that should be opened”
For Swedish companies to be able to compete they must have the opportunity to quickly find, recruit and employ the right skills.”
The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.
The election manifesto, which carries the greatest weight, states that those with asylum grounds shall stay and those without grounds leave the country, that more awaiting deportation shall be held in detention and that legislation shall align with other EU countries'.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The election manifesto, which carries the greatest weight, states that those with asylum grounds shall stay and those without grounds leave the country, that more awaiting deportation shall be held in detention and that legislation shall align with other EU countries'. Rejecting the bill would preserve an arrangement where those avoiding implementation could obtain a new examination. The plan's requirement for legally secure asylum review speaks partly in the opposite direction, which lowers the level of confidence.
- those without grounds leave countrydecisive»Asylrätten ska värnas där den med asylskäl ska stanna och den utan skäl lämnar landet.« (2022 manifesto ↗)“Asylum rights shall be valued where those with asylum grounds shall stay and those without grounds leave the country.”
- EU-aligned migration legislation»Ska integrationen lyckas måste Sverige få en migrationspolitik med en lagstiftning i linje med andra EU-länder.« (2022 manifesto ↗)“For integration to succeed, Sweden must obtain migration policy with legislation aligned with other EU countries.”
More awaiting both deportation and rejection shall be held in detention.”
The asylum process in Sweden needs to change to live up to international obligations.”
The election manifesto, which carries the most weight, makes strict migration policy an explicit commitment and links it directly to integration problems and exclusion.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The election manifesto, which carries the most weight, makes strict migration policy an explicit commitment and links it directly to integration problems and exclusion. The counter-proposal demands in substance that tightened limitation rules and abolished trace-back are stopped, that is to say a looser arrangement than the one the plan advocates. The party programme's requirement to avoid family separation qualifies but does not overturn that line.
- strict migration prioritized»EN STRAM MIGRATION« (2022 manifesto ↗)“A STRICT MIGRATION”
- decisions shall be complied with»Respekten för lagarna ska därför upprätthållas« (party programme ↗)“Respect for the laws shall therefore be upheld”
- avoid family separation»Migrationspolitiken får inte leda till att familjemedlemmar skiljs från varandra.« (party programme ↗)“Migration policy must not result in family members being separated from one another.”
The plan explicitly commits to eliminating the possibility of track change and establishes that the person who has received a rejection of their asylum application should leave the country as soon as possible.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The plan explicitly commits to eliminating the possibility of track change and establishes that the person who has received a rejection of their asylum application should leave the country as soon as possible. The counter-proposal, on the other hand, wants to retain the track change and expand the possibility of a new assessment for those who evade. The plan also states that asylum legislation should be at the minimum level of EU law and that a no is always a no. The demand is rejected.
Original (Swedish)
Kravet avvisas.
- abolish track changedecisive»Avskaffa möjligheten till spårbyte, det vill säga möjligheten för en person som fått avslag på sin asylansökan att i stället få ett arbetstillstånd« (2022 manifesto ↗)“Abolish the possibility of track change, that is, the possibility for a person who has received a rejection of their asylum application to instead receive a work permit”

The election manifesto requires that the Aliens Act be tightened to the strictest possible level, that thresholds for detention and enforced deportations be lowered and that the shadow economy be combated with more controls and deportations.
Plan documents: 2022 manifesto
Reasoning and quotes
The election manifesto requires that the Aliens Act be tightened to the strictest possible level, that thresholds for detention and enforced deportations be lowered and that the shadow economy be combated with more controls and deportations. The counter-proposal instead wants to reject the bill and preserve both milder prescription rules and permit transfers. The plan explicitly identifies rejected asylum seekers who have stayed as having built the shadow economy, which argues against the counter-proposal's demands.
- lower threshold for deportationdecisive»Trösklarna för att ta i förvar och utvisa personer samt verkställa utvisningar behöver också sänkas.« (2022 manifesto ↗)“Thresholds for taking into detention and deporting persons as well as enforcing deportations must also be lowered.”
- strictest possible Aliens Act»Skärpa reglerna i utlänningslagen till striktas möjliga nivå enligt EU-rätten« (2022 manifesto ↗)“Tighten the rules in the Aliens Act to the strictest possible level under EU law”
- combat the shadow economy»Bekämpa skuggsamhället och illegal migration med fler kontroller och fler utvisningar« (2022 manifesto ↗)“Combat the shadow economy and illegal migration with more controls and more deportations”
Many have also been denied asylum but still chosen to stay, been able to access welfare and contributed to the emergence of the so-called shadow economy.”
