The Constitutional Amendment Proposal

The plan is based on the assumption that public exercise of power should be guided by the equal worth of all people and that legal certainty should be secured through transparency and independent oversight; a constitutionally enshrined revocation without a crime catalogue instead creates different strength of citizenship. The plan also specifically emphasises children's rights, which are affected when information from parents can cost the child citizenship. The plan therefore supports the counter-proposal's objection to the revocation part. To enshrine the right to abortion in the basic law is however something the plan explicitly wants.

The plan requires equal rights and duties for all citizens, a legal order built on everyone's equality before the law and an inclusive citizenship. A constitutional rule that makes citizenship revocable without a clear criminal catalogue creates differently strong citizenships and opens for arbitrariness, which the counter-proposal objects to. The plan at the same time stands behind abortion rights, which the counter-proposal does not question.

The plan establishes that citizenship shall have a high value and that there should be requirements for the willingness to enter into social community with the duties that follow, and the election manifesto demands strict migration policy. The plan wants explicitly to investigate constitutional protection for abortion rights, which aligns with the constitutional proposal's abortion section. On the citizenship side, the plan's position is that the state's hard core can never be negotiable and that citizenship is the final step in an integration journey, not an irrevocable right regardless of actions. The counter-proposal's demand to strike the possibility of revocation from the constitution therefore conflicts with the plan's closest principle.

The plan requires that citizenship can be revoked from immigrants who commit serious crimes and from those convicted of terrorism, and the principles programme states that naturalized citizens who seriously damage society should have citizenship reconsidered. The counter-proposal wants to prevent such a possibility from being written into the constitution and thus goes directly against the plan's commitment. That extremists and terrorists have forfeited their right to be in the country is the plan's explicit stance.
