The plan establishes that private and public service providers shall operate on equal terms and that for-profit companies shall be able to operate in healthcare and care as long as quality requirements are met. Excluding for-profit actors from the assignment as employed representative makes ownership, not quality, decisive. The plan's response to unscrupulous actors is instead quality requirements and that those falling short lose their licence.
