Government's proposal

The plan's bearing commitment is that welfare encompasses everyone living in the country and that anyone who has moved here should be able to work and live on the same secure conditions as others. Advancing registration in the population records but simultaneously exempting the group from settlement-based rights creates precisely the unequal access to welfare that the plan turns against, and the plan sees time-limited solutions as an obstacle to integration. The counter-proposal's demand for a policy that strengthens welfare for these refugees is therefore supported.

The party programme requires that all measures for refugees aim at work and own livelihood and that all inhabitants have equivalent access to welfare, and the election manifesto makes improved integration a main goal. The counter-proposal welcomes the earlier population registration but objects that the group is simultaneously excluded from settlement-based rights, because it creates unequal access to welfare and worse integration. The plan therefore supports the counter-proposal's requirement.

The plan wants those with protection needs to be welcomed and given the opportunity to settle, and that welfare services are offered all on equal terms and according to need. Advancing population registration but simultaneously exempting the group from settlement-based rights creates precisely the unequal access to welfare that the counter-proposal objects to. The plan also wants to extend the establishment programme and see a generous and equivalent reception in all municipalities. Therefore the plan supports the counter-proposal's requirements for policy strengthening welfare for the group.

The counter-proposal requires that those with temporary protection also be given residence-based rights and a policy that strengthens welfare for the group. The election manifesto instead says that newcomers should qualify into the security systems, that those who receive a residence permit should quickly be able to provide for themselves and that more money should be spent on the core of welfare and less on benefits. The plan's openness line is about opening the labour market, not about expanding benefit rights.

The election manifesto requires a migration policy with legislation in line with other EU countries and builds the integration line on that more shall contribute and fewer go on benefits, with a benefits ceiling as the limit. That expanding residency-based benefits for the group with temporary protection goes against that line, even though the plan simultaneously protects protection for those who flee war. The conclusion is derived and uncertain since the plan does not address the mass flight situation.

The election manifesto establishes that strict migration policy is required to address integration problems and exclusion. The party programme points to employment, the Swedish language and civil society as keys to integration and requires that benefit dependency is countered and that social policy leads to self-sufficiency. A general expansion of settlement-based rights for the group with temporary protection therefore does not follow the plan's line.

The counter-proposal objects to the group with temporary protection being excluded from settlement-based rights and wants to strengthen their welfare access. The plan's stated line is the opposite: benefits should be reached through qualification via work and education or permanent and lawful settlement, and migration policy should be strict and guided by integration capacity. Widening the rights for a group with temporary protection contradicts this. Therefore, the plan rejects the demand.
