The party programme establishes that representative democracy can be complemented by residents' and users' voluntary self-management and that commitment and local activity should be encouraged, which carries the demand for more voluntary resource groups in municipalities. The election manifesto commits to strengthening civil defence and the work on crisis preparedness must continue, and the party programme makes civil society and people's common action a guiding part of society building. The plan's power distribution principle is that what a smaller community can manage should also be allowed to manage, and that municipal self-government shall be strong.
