The counter-proposal wants to give municipalities exemptions and exceptions from legislation. The party programme on the other hand requires nationally established rules for all tax-financed activities and that all inhabitants throughout the country have equal access to education, healthcare and care. Both the election manifesto and the party programme establish that decisions shall be made at the lowest possible level and that decentralised decision-making makes society more robust and adaptable.
