The design of the support

The election manifesto requires that Sweden increase its aid, and the party programme that Sweden works for debt relief, solidarity-based aid and fair trade terms and participates wholeheartedly in working to take people out of poverty. A fund corresponding to a fixed share of GDP guarantees precisely the sustainability the plan demands, as opposed to aid that is mainly meant to function as leverage for private investments. The plan therefore supports the counter-proposal.

The plan supports the fiscal framework and sound public finances, which speaks against a loan-financed fund outside the ordinary state budget. The scope of support shall instead be secured through the one-percent target for aid and sustainable support to Ukraine within the ordinary budget. The counter-proposal's demand for an independent financing instrument is therefore not supported by the plan.

The plan requires that development aid permanently amounts to at least one percent of gross national income and that it is driven by poverty reduction rather than conditioned on domestic political interests. It also accepts that large long-term investments are financed by borrowing. A fund corresponding to a fixed share of GDP, placed outside the ordinary budget, is a means for exactly that stability.

The election manifesto establishes that the fiscal policy framework shall be valued and strengthened and that politics should be careful with taxpayers' money. A loan-financed fund with a fixed share of GDP placed outside the ordinary state budget runs counter to that budget discipline. The plan values aid as a tool, but gives no support for lifting it out of the ordinary budgetary process.

The plan binds itself to support being guaranteed long-term and specifies itself a measure as a fixed share of gross national income. The counter-proposal's requirement for an instrument that guarantees stability and sustainability over time thus comes close to the plan's commitment. However, the plan's requirements for stable public finances and transparency argue against loan financing outside the state budget, which makes the support weak.

The plan requires clear instruments for steering, coordination and monitoring of aid and builds economic policy on restraint in public expenditure and responsibly managed public finances. A loan-financed fund placed outside the ordinary state budget conflicts with both these commitments. That the plan wants to establish an aid level that applies in all economic cycles speaks to stability, but not to moving the funds outside the budget.

The plan explicitly abolishes the one per cent target and replaces it with a four-year budget framework, on the grounds that aid volume shall be based on needs assessment and results rather than a disbursement target. The counter-proposal requires the opposite: a fund locked to a fixed share of GDP, loan-financed and placed outside the state budget. It also contradicts the plan's requirement to protect the surplus target.

The plan establishes that aid should be valued by its effect rather than by how much money is spent on it, and that international aid overall should be significantly reduced. The counter-proposal's requirement for a loan-financed development fund corresponding to a fixed share of GDP outside the state budget is the opposite: a volume-bound and budget-circumventing structure. The plan's requirement for respect for the fiscal framework reinforces the conclusion.
