The plan stipulates that Sweden shall work in the EU and internationally for LGBTQ persons' rights as part of human rights and that no laws may disadvantage anyone based on sexual orientation, gender identity, or gender expression. The goal that Sweden shall be the world's best country to live in as an LGBTQI person is combined with rights being protected also globally. To drive abolished discrimination in all Council of Europe member states and strengthen the Council's unity on the issue is therefore exactly what the plan requires.
