The plan stipulates that individuals regardless of residence have the right to equivalent quality in healthcare and that access to healthcare in sparsely populated parts of the country shall increase, as well as that public service shall be secured throughout the country. A rural support scheme that works poorly so that pharmacies in rural areas cannot receive support undermines exactly that equivalence, which is why a review aligns with the plan's line.
