The counter-proposal wants to introduce a national goal to preserve productive farmland and thus restrict development. The plan is based on the opposite starting point for land: farmers' ownership and use rights shall be strengthened, those who own shall have the right to use their property as they see fit, and the number of rules for agriculture shall decrease. The commitment to increased self-sufficiency speaks partly the other way, but the plan chooses property rights and fewer restrictions as the path.
