The election manifesto explicitly establishes that more of the value of natural resources must remain where they are extracted and produced, and that wind power must benefit both the municipality and residents in the local area. That is exactly what the counter-proposal demands through a regionalized property tax and faster compensation systems for local residents and municipalities. The plan also wants ownership and economic tools to be used for regionally balanced development so that rural areas are not depleted.

The plan requires that extraction and use of natural resources occur sustainably and with economic compensation to individual, state and municipality, and the election manifesto promises financial support to municipalities that participate in wind power expansion. This bears the counter-proposal's requirement for value recovery and compensation to neighbours and municipalities. The form regionalised property tax is however not something the plan takes a position on, and the party rejects property tax otherwise.

The election manifesto explicitly promises substantial financial return to the municipalities where wind power is built and exists. The party programme states that those affected by water and wind power shall benefit from the profits and that places that contribute to the transition shall also benefit from the values created. The counter-proposal's demands for regionalized property tax and clearer compensation to local residents and municipalities is the same thing in substance.

The plan states that more of the value from natural resources such as wind power, hydropower and mines shall stay local and that proceeds from local power production to a greater extent shall remain in the countryside. It also wants neighbouring residents and landowners to be able to receive compensation. The counter-proposal's demands for regionalised property tax and clearer compensation systems are the same commitment put into tax law, and the reasoning about local acceptance is the plan's own.

The plan does not address a regionalised property tax. The nearest-lying commitments point in the opposite direction: the election manifesto wishes to create more equal terms and taxes by moving financing responsibility to the state, and the party programme wishes for as simple and transparent a tax system as possible. A regionalised property tax on power production breaks against both, even if the plan wishes that the equalisation system contains drives for growth.

The party programme requires that construction of new power plants takes place with high acceptance in the affected municipality, and the election manifesto wants to expand wind power with respect for local democracy. Letting the value of power production to a greater extent remain with producing municipalities and nearby residents is a means for precisely that acceptance. The plan also gives municipal and regional levels their own taxation rights and wants the whole country to function.

The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.

The counter-proposal wants to regionalize property tax so that electricity-producing municipalities keep a larger share of the value. The plan is explicitly opposed to expanding property tax and promises a tax-rise ceiling where overall taxes are not raised, with low and efficient taxes as principle. A rebuilt property tax as a steering mechanism for value-sharing thus lacks support in the plan.

The plan explicitly states that the property tax from industrial and electricity production facilities should remain at regional level and has it as its own point.
