The plan requires early and effective crime prevention work, focus on rehabilitation and return to society and that at least as much is invested in preventive work as in more police. The counter-proposal's demands for rapid measures on recidivism prevention care, coordination around young offenders and prisoners' path to employment thus align with the plan's own line.

The plan points directly to what the counter-proposal demands: recidivism prevention measures, exit programs after sentence has been served and close cooperation around young people at risk. The election manifesto promises strengthened care during deprivation of liberty and an exit program, and the party programme makes the crime prevention perspective comprehensive. To promptly proceed with the Security Commission's proposals is therefore in line with the party's own commitments.

The plan stipulates that gang crime should be met with both measures that prevent recruitment and more resources for the prison system, which is close to the commission's proposal on recidivism-preventing care and cooperation around young offenders. The party programme also says that criminal policy should encourage those who have committed crimes to move to a new situation without criminality. Making it easier for inmates to obtain work follows from the commitment that it should become cheaper and easier to employ people far from the labor market.

The party programme establishes that anyone who has served their sentence shall have increased opportunities for a time-limited job with public support, that prisoners with mental illness shall be offered good care and that cooperation between police and social services around young people needs to be developed. These are precisely the three proposals the counter-proposal wants to see carried through swiftly. The plan thus speaks directly for the counter-proposal's substance.

The plan wants to carry out the largest crime-prevention reform package in modern times, with over 50 reforms for social services, school and addiction care, a national exit programme for gang criminals and removed confidentiality barriers between social services and the police. According to the plan, the criminal justice system shall also give criminals a chance to return to society.
