Student influence
Pupil influence in the new curricula
What's at stake: The decision affects how much formal influence pupils are given over their own teaching and how clearly this is spelled out for teachers, pupils and guardians. It also concerns where the line is drawn between the teacher's responsibility to lead the teaching and pupils' right to have their voice heard.
Case texts and AI reasoning are AI-translated from the Swedish originals; the Swedish text is authoritative.
What the vote decides
The question is whether the curricula's wording on pupils' influence over teaching should be scaled back in favour of the teacher's authority to decide, or whether pupil influence should instead be safeguarded and made explicit in the curriculum text.
Yes Yes — the committee proposal
The committee shares the government's assessment that the curricula's wording on pupil influence needs to change. It stresses that it is the teacher who decides on the teaching, but that this does not rule out giving pupils a degree of influence based on their age and maturity. Since the School Act already regulates pupils' right to influence, consultation and information, the committee considers that the curricula do not need to repeat these provisions in detail.
No No — the reservations
Reservation 2 (S, V, C, MP)
The reservation (S, V, C, MP) calls for pupil influence to be safeguarded in the forthcoming regulations and new curricula. The reasoning is that pupils have a statutory right to influence their own education, which should also be clearly reflected in the curricula, and that this does not conflict with the teacher leading and planning the teaching - on the contrary, pupil influence from an early age can strengthen accountability and democratic understanding.
Summarised from the committee report. Party labels in the summary come from the report, not from the vote.
What do the votes mean here?
Yes The committee proposal: rejecting the motions (keeping things as they are).
No Backing the counter-proposal: reservation 2 by S, V, C, MP.
Abstain The party marks a position of its own that is not one of the two final alternatives.
What each plan points to — and how the party voted
For each party: the vote its own election manifesto and party programme point to in this case, next to how the party actually voted. A plan can only point to Yes or No; a party can also abstain.

Riksdagen avslår motionerna 2025/26:3998 av Isabell Mixter m.fl. (V) yrkande 1, 2025/26:4022 av Anders Ygeman m.fl. (S) yrkande 4 och 2025/26:4054 av Camilla Hansén m.fl. (MP) yrkande 5.
Riksdag decision: There should be stronger focus on knowledge in schools. Parliament approved the government's proposal which jointly aims at a school where the knowledge mission is in focus. New curricula shall be drawn up for primary level, intermediate level and upper secondary level. Parliament shares the government's view that Sweden needs a strong knowledge-based school where teachers have good conditions to carry out their mission and where all students are given the conditions to reach the goals of education. A new knowledge perspective is needed along with new curricula that focus on teaching and learning. Parliament's decision entails among other things the following: It should be clear that the school's most important task is to convey and anchor knowledge and values. The role of teachers shall be strengthened. It shall be the teachers who, on the basis of the curriculum, determine and lead the teaching. The new curricula for the compulsory school forms shall be clearly knowledge-oriented and the level shall be adapted to children's cognitive development. There should be strong focus on basic knowledge and skills, such as reading, writing and arithmetic. The curricula shall also receive a more purposeful structure and the content shall be based on principles that promote high and equitable quality. New courses in basic Swedish shall be introduced for students who are beginners in Swedish. The principle of aggregate assessment shall apply for all grade levels, that is also for grade E. Most of the legislative changes take effect on 1 July 2028. New curricula for primary school, adapted primary school, special school and Sami school shall start being used from autumn term 2028.
Counter-proposals
- The counter-proposal wants education to have a dual purpose emphasizing students' role in acquiring and developing knowledge. (S, V, C, MP) — Reservation 2
Plan vs actual vote
Every party, in chamber order: what its own plan pointed to, how it voted, and the reasoning behind both. Highlighted rows are where the two differ — but a vote that follows the plan is a result too, so the reasoning is there for every party.
The plan explicitly says that students shall have the right to influence over their education throughout the entire education system, which is precisely what the counter-proposal wants to ensure in regulations and curricula.

Reasoning and quotes
The plan explicitly says that students shall have the right to influence over their education throughout the entire education system, which is precisely what the counter-proposal wants to ensure in regulations and curricula. The plan also sees the school as part of the democratic infrastructure, which strengthens the argument that the influence should be clearly stated. The committee's reason—that school law already regulates this—is a question of regulatory technique that the plan does not comment on.

- students' right to influencedecisive»rätt till inflytande över sin utbildning genom hela utbildningssystemet.« (party programme ↗)“right to influence over their education throughout the entire education system.”
- the school's broad democratic mission»Vi vill se en skola med ett brett uppdrag« (party programme ↗)“We want to see a school with a broad mission”
- equal right to education»Svensk förskola och skola ska vara jämlik och jämställd, där alla barn och unga ges samma rätt till utbildning.« (2022 manifesto ↗)“Swedish preschool and school shall be equal and equitable, where all children and young people are given the same right to education.”
The plan wants to scale up society's role in fostering good citizens and sees democratic education as a central part of society-building.
Plan documents: party programme
Reasoning and quotes
The plan wants to scale up society's role in fostering good citizens and sees democratic education as a central part of society-building. The fact that students' statutory influence is clearly evident also in the curricula is in line with that principle. The plan does not, however, say anything about the design of curricula, so the position is derived.

The plan explicitly states that pupils shall be given influence over their own learning and that children are active co-creators, not passive recipients of the society adults create.

Reasoning and quotes
The plan explicitly states that pupils shall be given influence over their own learning and that children are active co-creators, not passive recipients of the society adults create. The counter-proposal demands that pupil influence be cherished and clearly appears in regulations and new curricula, which is the same commitment. The plan's view of democracy that decisions shall be made close to those affected points in the same direction.

The party programme states that parents and students should have increased responsibility and influence in the school, and that part of decentralization is to increase user influence for those in school.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The party programme states that parents and students should have increased responsibility and influence in the school, and that part of decentralization is to increase user influence for those in school. Student influence clearly appearing in regulations and curricula is therefore in line with the plan. The programme also links school to fostering engaged citizens.

The plan explicitly states that it is the teacher – not the students – who should determine the structure of instruction, and wants to clarify this in law.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The plan explicitly states that it is the teacher – not the students – who should determine the structure of instruction, and wants to clarify this in law. Writing in strengthened student influence in the introductory parts of curricula pulls in the opposite direction. The plan instead emphasizes the student's own responsibility for their studies, although the school's democracy mandate is also present.
Original (Swedish)
We want to give teachers increased authority to act against students who spoil for classmates and themselves and clarify in school law that it is the teacher – not the students – who should determine the structure of instruction.”
It shall be clear in school law that the teacher determines how instruction is structured, and the law shall establish the teacher's authority to maintain study quiet in the classroom.”
- student's own responsibility»Varje elev har också ett eget ansvar för sina studier.« (party programme ↗)“Every student also has their own responsibility for their studies.”
- school's democracy mandate»Skolan ska aktivt verka för demokrati, jämställdhet och mänskliga rättigheter.« (party programme ↗)“Schools shall actively work for democracy, gender equality and human rights.”
The plan establishes that students shall be given opportunity to influence their study situation and that the school has a great responsibility to prepare students for participation in democracy.
Plan documents: party programme
Reasoning and quotes
The plan establishes that students shall be given opportunity to influence their study situation and that the school has a great responsibility to prepare students for participation in democracy. That student influence shall also be evident from the curricula lies in line with that, and the plan sees no opposition between teacher leadership and student influence. That young people without voting rights shall be heard strengthens the conclusion.
Original (Swedish)
It is also important that students are given opportunity to influence their study situation and that parents are involved in their children's schooling”
The school has a great responsibility to prepare the growing citizens for a participation in democracy”

- young people shall be heard»Detta är särskilt viktigt när det gäller yngre som saknar rösträtt.« (party programme ↗)“This is especially important when it comes to young people without voting rights”
The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.
The plan's knowledge school rests on more teacher-led instruction and on curricula with measurable facts instead of expanded writings on students' influence.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The plan's knowledge school rests on more teacher-led instruction and on curricula with measurable facts instead of expanded writings on students' influence. The counter-proposal instead wants student influence written clearly into new curricula. The plan prioritizes the teacher's leadership and clear knowledge requirements and therefore argues against the requirement.

The election manifesto explicitly takes a stance against pedagogy characterized by fluff, norm criticism, and student responsibility and instead demands clearer learning objectives in curricula and strengthened teacher authority.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The election manifesto explicitly takes a stance against pedagogy characterized by fluff, norm criticism, and student responsibility and instead demands clearer learning objectives in curricula and strengthened teacher authority. The counter-proposal wants student influence written in and secured in the new curricula, which goes in the opposite direction from the streamlining the plan seeks. The party programme's positive view of student co-determination pulls the other way, but the election manifesto carries more weight.
