The plan requires a total ban on profit-driven operations within welfare and that the market school is abolished already during the term, with the reasoning that tax money goes to profits in school chains. A ban on profit extraction from school is exactly what the counter-proposal requires. That the proposal keeps independent schools and school choice does not go as far as the plan, but the demand itself is fully supported.

The election manifesto contains the exact commitment to ban profit extraction from schools and take back control over free school establishments. The party programme also demands that profit interests be limited and not be allowed to steer tax-financed activities. The counter-proposal's demands for a profit ban, with retained school choice, are therefore the plan's own line.

The election manifesto directly requires that profit-seeking in schools must be stopped, and the party programme that the purpose of welfare activities must not be to distribute profits and that commercially oriented actors shall be removed. At the same time, the party programme affirms pedagogical diversity regardless of provider, which is consistent with the counter-proposal retaining independent schools and school choice. The requirement is thus supported.

The plan explicitly chooses quality requirements for profit distribution and enhanced supervision over a profit ban, and establishes that free school choice should be protected and further developed. The party programme views it as positive that companies are involved in developing publicly financed welfare. The election manifesto's point is called profit limitation, not profit ban: the free school reform shall put a stop to schools where short-term profits come before knowledge, while freedom of choice remains and serious owners with long-term ownership responsibility shall be able to run schools. The party programme explicitly states that profit-driven companies shall be able to operate in the welfare sector if quality requirements are met. A general ban on profit withdrawals thus goes further than the plan allows.

The plan explicitly values the right to independent schools and wants that individuals who run independent schools are encouraged and supported by the public. The tax system shall according to the plan be designed so that profits can be generated, and welfare services in private operation shall be given the same conditions as public ones. A prohibition on profit withdrawal in schools stands in direct conflict with these commitments.

The plan's line is quality demands, not a ban on profit: schools run as companies shall meet high quality criteria to make dividend distributions, and only those who fail their task shall lose the right to profit. The plan simultaneously establishes that free school choice and diversity shall be preserved. A general ban on profit distribution goes directly against this.
