The election manifesto explicitly requires a state-owned building company, investment support for increased housing construction and active land policy – exactly the kind of shared responsibility-taking the counter-proposal demands with a state-owned property company and a housing commission. The party programme places primary responsibility for investments in building and renovation with the state and sees housing as a right. The requirement to build away the housing shortage and reduce overcrowding is the plan's own line.

The plan's guiding housing commitment is to fight overcrowding and continue building rental apartments ordinary people can afford, and the party programme makes housing a social right and housing supply a social responsibility. A state property company as a shock absorber in economic downturns is an application of the line that society shall push forward positions.
