National action plan for housing provision

The party programme establishes that the state needs to take primary responsibility for investments in building and renovation and wants to see a general housing policy with equal conditions. The election manifesto requires a state-owned building company, investment support and active land policy. The party programme's recipe for housing supply is simple rules and strong incentives to invest, not state planning, and the election manifesto wants to decentralize more and clear away bureaucracy. The plan contains no requirement for national action plans for housing supply. Its housing policy method is more housing and more market through increased competition, simplified building rules and shorter appeal processes, not state planning documents every election term. Based on the nearest aligned line, the plan speaks against the counter-proposal's demand, but the foundation is weak.

The plan states that state and local government must ensure housing supply for all in different ages and with different economic conditions, and that the higher level should take responsibility where the lower cannot accomplish the task appropriately. A state action plan for each election period is one way to fulfill that state responsibility. The plan however places the social housing responsibility with municipalities and warns against unnecessary rules, why the support is weak.

The plan's answer to the housing shortage is deregulation and more built housing: abolished shoreline protection, simpler building plans instead of advanced detailed plans and reforms that increase building of both rental and owner-occupied apartments.
