The plan certainly wants to both maintain and expand the electricity network, but the overarching energy policy line is that existing nuclear power shall be phased out and that new nuclear power is rejected. The counter-proposal's demand for network planning that increases capacity for existing nuclear power therefore conflicts with the plan. According to the plan, network expansion shall instead be adapted to a renewable system with storage and smart control.
