The counter-proposal wants data collection to also cover households' assets and that the central bank gain access to the data. The plan points out that ownership is very unevenly distributed and that economic policy shall counteract strong cyclical fluctuations and a financial system that becomes a source of instability, which requires knowledge of the asset side.
