The plan accepts total defense built on universal military service and is at the same time explicitly feminist: jointly owned operations shall be leaders in working environment and equality, and harassment shall be met with strong action. A clear goal for female representation, adapted equipment, and enforced zero tolerance follows from this. The plan, however, sets no numerical targets for military service, which is why the assessment is derived.

The party programme establishes that military service and civil service shall be gender-neutral, that a gender equality perspective shall be integrated into all relevant public decisions and that the public sector shall lead the way through gender-equal recruitment to authorities. The ban on sex discrimination shall be upheld in all areas of society, which supports the requirement for enforced zero tolerance against harassment. The counter-proposal's demands for high targets and active measures therefore follow the plan's principles, although no numerical level is specified.
