The counter-proposal wants to stop the proposal. The plan makes integrity a core value, requires well-developed consumer information and state oversight that legislation and good ethics are maintained in the market, which speaks for it being clear who the licence holder and beneficiary are in a lottery purchase. The fact that the requirement only affects party-political lotteries is somewhat in tension with the plan's requirement for equal terms, but the transparency requirement itself follows from the plan.

The counter-proposal wants the government bill on clear information about licensees and beneficiaries in party-political lottery distribution not to pass. The nearest-lying principle is equality before the law and that free and value-independent opinion formation should be strengthened, which speaks against specifically regulating party political lotteries.
