The plan's decisive commitment is that the state should be present throughout the country and take greater responsibility for equal conditions, with labour market policy that provides job opportunities around Sweden. A broader regional distribution of authorities and a comprehensive program for relocation and new location is exactly what the counter-proposal requires and the plan promises. Centralized establishments go in the opposite direction.

The plan states that all of Sweden shall live and that society's institutions shall be present in all areas, and it wants to reduce geographic inequality. Economic policy shall also contribute to regional development so that all of Sweden can grow. A comprehensive programme for localization of state authorities is a direct tool against the centralization the plan opposes.

The counter-proposal wants a comprehensive programme for relocation and re-localisation of state agencies as a tool against centralisation. The plan contains no such commitment but wants instead to go through the agencies' finances to free up resources for defence and prioritise hard between expenditures. That the state should be present near citizens throughout the country is admittedly a commitment, but the plan expresses it as functioning service rather than as geographical placement of agencies.

The plan explicitly says that the party sees potential in relocating more government jobs to smaller towns, which is the core of the counter-proposal's demand for a programme for new and relocation.
