A raised subsistence requirement instead increases dependence on the employer and shuts out the low-paid. The plan therefore speaks for the counter-proposal's conclusion that the requirement is not fit for purpose.

The plan establishes that labour migration shall be limited and that today's arrangements often lead to people being exploited, and it wants to introduce labour market testing. A raised maintenance requirement goes in the same direction, whereas the counter-proposal's demand to reject it does not. The plan furthermore requires that all employees have the right to secure income and good conditions.

The party programme wants Sweden to be open for labour immigration and that those who immigrate for work have the same good conditions as others in Sweden. A raised maintenance requirement shuts out labour without hitting the unscrupulous employers, which the plan instead wants to reach through regulation and supervision. The plan therefore supports the counter-proposal's objection to a raised maintenance requirement.

The plan establishes that labour immigration shall be protected and that companies must quickly be able to find and hire the right expertise; the plan even wants to facilitate labour migrants by counting study time when applying for permanent residence. A raised support requirement goes in the opposite direction. The plan therefore supports the counter-proposal's position that the requirement is not appropriate.

The plan's commitment is that labour and business immigration contributes to Sweden's growth and that both temporary workers and new residents should be welcomed, with simpler rather than higher thresholds. A raised support requirement raises the threshold and thus goes against the plan. Misuse of the system should according to the plan be met with targeted measures against undeclared work, not with generally increased income requirements.

The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.

The counter-proposal argues that a raised support requirement for labour migration is not expedient. The election manifesto makes strict immigration policy an explicit commitment to address integration problems and exclusion, and the party programme establishes that those who work full-time must be able to live on their income and that people's will toward self-support shall be harnessed. The plan therefore speaks against the counter-proposal's requirement and for a raised support requirement.
