The plan's line in criminal policy is that the most powerful measure against crime is to prevent them from occurring and that probation sentences should be the first choice for lesser offences, with rehabilitation to prevent reoffending. The election manifesto promises action against crimes that affect companies and that more everyday crimes shall be solved, as well as stricter penalties against organized crime. To let repeated thefts be assessed as theft of normal degree instead of petty theft is an application of this line against habitual and organized offenders. The plan does not, however, mention the graduation of theft itself.
