The five-year permits

The plan says nothing about permit forms for weapons, but requires that access to firearms be combated and that the world move towards fewer weapons in circulation. Retaining time-limited five-year permits for particularly dangerous weapons means a recurring, active assessment of the need and thus tighter control than a supervisory procedure. Based on the plan's weapons-limiting principle the counter-proposal is therefore supported.

The plan does not take a position on the permit form for weapons, but the election manifesto establishes that the fight against crime shall be uncompromising and that the police shall have the tools required. The counter-proposal wishes to retain the time-limited five-year permits for particularly dangerous weapons, which means continued stricter control of access. This comes closest to the plan's line on measures against weapons, but the conclusion is derived.

The plan does not address the design of weapon permits. The nearest lying principle is that the state is responsible for protecting people from crime and that crime-fighting authorities shall have sufficient resources and appropriate tools. Since the counter-proposal wants to retain the order that the responsible authority itself considers most appropriate for particularly dangerous weapons, it lies closest to the plan's protection orientation.

The documents say nothing about firearms permits or their oversight. The closest principle is that redundant rules and bureaucracy shall be swept away, that lead times for government action shall be shortened and that the state is for people, not the other way around. To keep recurring five-year permits instead of a surveillance order goes against that principle, so the plan speaks against the counter-proposal's requirement.

The plan pursues a hard line against weapons in the wrong hands, with stricter penalties for weapons crimes and demands to improve the justice system's capability and efficiency. Maintaining time-limited five-year permits for particularly dangerous weapons provides tighter control of continuing need and aligns most closely with the plan's line, especially when the responsible authority itself sees the new arrangement as less appropriate. However, the plan does not address permit forms in the weapons law.

The plan wants to streamline the police's task so that the authority can concentrate on crime prevention, and pursues a restrictive line against weapons in criminal environments with sharply increased penalties for weapons crimes. That to keep the time-limited permits for particularly dangerous weapons, instead of a supervisory procedure that the authority itself considers more burdensome, is in line with this. The plan's demand to counter complicated rules points the other way, however.

The plan establishes that the long processing times for gun license handling are unreasonable and that measures that should have been directed against illegal weapons have instead affected law-abiding hunters and sport shooters.
