The plan is based on religious communities, popular education and civil society having strong independence from political control, and explicitly warns that conservative forces are trying to control civil society. It also states that religious freedom should be guaranteed by a secular state and that Muslims should not be singled out when forces want to shut someone out. A ban on foreign funding targeting communities with alleged links to Islamism therefore goes against the plan's line, and driving such an investigation quickly is rejected.
