Government's legislative proposals

The plan states that repression and tougher measures too often are put forward instead of addressing the problems, and that focus instead must be directed toward preventing the recruitment of children into gang crime. School, youth activities and social services should receive better resources, and customs and police resources should increase to reach the drug money. The preventive line in the counter-proposal is thus the plan's own.

The election manifesto explicitly demands tougher sentences for gang-related crime, for those who commit repeated serious crimes and for those who support organised crime, and the fight shall be uncompromising. The counter-proposal wants instead to focus on prevention and questions the sentence increases. The plan demands both paths simultaneously and therefore cannot support replacing the sentencing part with preventive initiatives.

The plan's decisive commitment is that crime prevention work is the foundation and that what matters most happens through reduced marginalization, with major investments in socioeconomically disadvantaged areas and measures against the recruitment of children into gangs. It also wants to strangle gang financing through inter-agency cooperation rather than solely through sentencing. The counter-proposal's focus on prevention and against smuggling is therefore in line with the plan, even though the plan on some points also wants to increase penalties for young people.

The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.

The plan explicitly requires stricter penalties and more resources to police, prosecutors, courts and criminal services to defeat the gangs. The counter-proposal's line, that penalties do not need to be increased and that focus should instead be on preventive measures, thus conflicts with the plan. The plan wants both preventive work and tougher penalties, not one instead of the other.

The plan's key commitment is that more serious crime requires longer sentences, with abolished sentence reduction for multiple offences, abolished automatic release from prison sentences and increased sentences, and that recidivism and participation in organized crime shall result in harsher sentences. The counter-proposal's demand to instead refrain from sentence increases and focus on preventive work therefore contradicts the plan, even though the plan also requires early preventive measures against recruitment of young people.

The plan explicitly requires tougher penalties, including at least five years' imprisonment for weapons crime, and that the entire justice system is expanded with more prosecutors, courts and criminal care. The view that penalty increases are ineffective and that focus instead should lie on expanded welfare goes against this, as does the requirement that the law is upheld with firmness and that crimes are prosecuted swiftly. The plan simultaneously strongly affirms preventive work through family and parental responsibility.

The plan states that the most effective crime-prevention measure in the short term is to put more gang criminals in prison, and it requires double sentences for gang criminals, significantly toughened minimum sentences for serious weapons offences and criminalization of gang participation. The counter-proposal's position that sentence increases do not work and that focus should instead be on preventive welfare measures is in direct contradiction to this. The plan wants to prevent too, but not instead of toughened sentences.

The plan believes that few measures are too far-reaching against gangs.
